To the despair of all who —like me— expended their Astrite reserves in the Yinlin banner, Wuthering Waves 1.1 is set to feature the playable debut of both Changli and Jinhsi. And while the Magistrate of Jinzhou has leaked, revealing her role as a Spectro main DPS, what will be the role of her counselor and mentor?
To answer that and make the wait for her debut a little more manageable, here’s everything you need to know about Changli, including her role, release date, and a full breakdown of her set.

Is Changli a support or a DPS in Wuthering Waves?
According to her leaked set currently available on Hakushi, Changli will be a sword wielder, and a Fusion on-field main DPS focused on dealing massive Resonance Skill DMG. While in the field, she will also be able to trigger a handful of damage-oriented buffs.
If her kit is not changed, she will also be a great fit for double-Fusion DPS teams or those featuring Liberation sub-DPSs. The reason? Her ability to offer a 20% Fusion and 25% Resonance Liberation DMG buff through her Outro Skill.
Wuthering Waves Changli: Resonance Skill, Forte Circuit, and Inherent Skills explained
According to her leaked set, Changli’s Resonance Skill (Tripartite Flames) allows her to perform a series of slashes and an enhanced plunging attack. After performing it, she will then enter her True Sight state. Tripartite Flames can be performed up to two times in sequence.
Changli will also be able to enter True Sight after performing her basic attack 4 while both on the ground or airborne (yes, she can perform air combos). The state will last for 12 seconds and apply the following effects to her:
- Performing any grounded basic attack will trigger True Sight: Conquest. The damage of the move is considered Resonance Skill DMG. After performing two Conquest moves, True Sight will end.
- Performing her basic attack while in the air will trigger True Sight: Charge. The move’s damage will be considered a Resonance Skill DMG and performing it will forcibly end True Sight.
Her Flaming Vow Forte Circuit, on the other hand, allows Changli to perform an enhanced version of her Heavy Attack —called Flaming Sacrifice— by performing it while carrying four stacks of Enflamement. The damage of the move will be considered Resonance Skill DMG. You will be able to get Enflamement stacks by performing True Sight: Conquest, True Sight: Charge, and her Resonance Liberation. What about her Resonance Liberation?
As leaked on Hakushi, Changli’s Resonance Liberation (Radiance of Fealty), will allow her to perform a large Fusion AoE attack. The move will also grant her 4 stacks of Enflamement and allow her to enter her Fiery Feather state. Performing Flaming Sacrifice while in the state will grant her a 25% ATK boost. Changli release date and banner
According to a leak by Mero, which includes a look at its main screen, the Changli banner will be called Stellar Plumage and feature Baizhi, Taoqi, and Mortefi as its featured 4-star resonators. Stellar Plumage is expected to debut as part of the second wave of banners of version 1.1.
When will Wuthering Waves 1.1 be released?
Wuthering Waves‘ version 1.1 is set to be released on June 28, 2024, depending on your region. Apart from the new characters, playable areas, enemies, and both main and sub-quests, the new version is also expected to feature a new daily login event.
