While generally at the forefront of digital distribution, it has taken Valve’s Steam a little time to catch the likes of Origin and GoG in terms of self-activated digital refunds.
Any pre-ordered item that a user has on their store transactions page will now show a link (see image below) that allows users the ability to have the item refunded.
Currently though, refunds seem to only be going back to users Steam wallets and not to the accounts were the funds originated from. Oh Valve, you are almost there.
