The Tomes & Scrolls shop can be found tucked away in south side of Hogsmeade. Once you unlock the town of Hogsmeade through the main questline (fairly early, in the first few hours) you can visit Thomas Brown’s Tomes & Scrolls shop and buy its wares.

The shop is ran by the NPC Thomas Brown, and like all other shops, it’s open 24/7, night or day.
